Outlook Deleted Items is a trash folder for MS Outlook email messages. If you delete any email message from Outlook Folders (under default Outlook settings), like Inbox, Sent Items, Drafts etc, the message is first stored in Deleted Items folder before it gets permanently removed. This option mechanically deletes the Deleted Items folder contents upon quitting the application. Therefore, if you select this setting, it is suggested that you also select ‘Warn before permanently deleting items’ check box in Advanced Options.

The option is selected because sudden or accidental email deletion might result in loss of vital email communication data. However, if you have deleted an email item accidentally and the folder has been emptied by the application, there is no other way except a valid backup or using a third party recover deleted email tool than to get your email data back. The main reason behind the data loss here is selection of 'Empty the Deleted Items folder upon exiting' setting.’
In order to recover your data from such issues, you can opt for any of the solutions mentioned below:

1.Check for a valid and updates backup of your MS Outlook data saved in PST file. However, if you find a valid backup, then you can easily restore the lost emails from it.
2.But if you don’t have any suitable backup copy available with you, or if the backup copy is damaged, you should use a specific email recovery utility. It is strictly suggested that you don’t compact the PST file after deleting the emails.
