Democratic governance cannot be understood as the capacity of society to define and establish policies and resolve their conflicts peacefully in the existing legal order. It is a necessary condition for the rule with the separation of powers and a judicial system that guarantees the enjoyment of individual freedoms, civil, social, political and cultural. This requires institutions based on principles of equality, freedom, participation in decision making, accountability, and promote the integration of the most vulnerable segments of society.
