Resolving it manually
Before going for any external technical help, it’s better to resolve the issue by fixing it manually. So to determine whether this problem is caused by a network hardware device that does not support TCP Window Scaling, you must follow the given below steps accordingly.
Click Start.

At the command prompt, type the following command, and then press ENTER:

After that restart the computer.
Start Outlook.
