Yes, it is possible to fabricate a completely new identity from scratch, and there are many people who have successfully accomplished this, although it is an extremely difficult task.
In most cases, fabricated identities have a whole series of loopholes and are quite capable of failing any investigation when compared to a genuine identity. This is the main reason why people who are looking to change their identities only look for a good one to assume.
Assuming a Personal Identity
While it is very important to build your new identity and documentation on one that is pretty much genuine, it is a big mistake to assume the identity of a living person. Most small-time criminals have made this same mistake and have all ended up in jail.
Indeed, there are plenty of impostors who have a certain need to assume a living person’s identity. Even in such cases, it can be quite tricky to gather documentation in order to support a hoax. Someone with a fake passport could land up in serious trouble.
When the State Department finds out that it has issued two passports to two different individuals with the same name and vital stats, then there is definitely going to be trouble. One passport will definitely be revoked, and to most of us, this is perhaps a fate that is worse than death. Of course, it is difficult for the State Department to give trouble to a traveler since there aren’t any records of the whereabouts of the US passport holders. The real trouble would start if the impostor tries renewing the passport or reentering the US shores.
If at all you do decide to assume the identity of another living person, then it would be better to be someone who is undistinguished and common rather than someone who is famous. Lawyers, doctors and other professionals or official personalities are generally documented thoroughly so if you plan on assuming their identities, the chances of you being spotted are much stronger.
The Built-In Second Identity
Odd though it may seem, there are some people who don’t really have to look any further than themselves to find a proper new identity. There are millions of people in the United States who have current documented identities that are not the same ones they used when they started out.
In such cases, the first time the individual becomes aware of his identity situation is when he applies for a passport, or goes to collect social security, and then discovers that there is no past record of him ever being born!
All of these inadvertent identity changers will have a second in-built identity, which is readily available. Generally, it will be a simple matter of documenting the identity that he or she has always lived with, and it is also easy to document the identity where his birth is registered.
