Article 1 of the Manual discribes the purpose and fundamental policy of the NCAA.
The basic purpose is to have a clear line to distinguish between intercollegiate athletics and professional sports and to make sure that the athletic programs are a part of the educational program and student body. Member institutions will apply basic athletic issues such as admissions, financial aid, recruiting and academic elgibilty and are held accountable for applying and enforcing these Guidelines.
In an article I read on yahoo sports, the spokeswoman for the NCAA said that they very seldom initiate an inquiry or investigation, but start an investigation only when a member institution reports a violation.
Article 2 of the Manual deals with the Principals for Conduct of College Athletics.
It's the responsibility of the member institutions to control it's athletic department according the the regulations of the NCAA. This is known as institutional control and the responsibility of the institution is to control the staff members and anyone representing the athletic interest of the institution.
The respnsibilities for the well being of the student athlete includes the overall educational experience, health and safety, fairness, openness and honesty by the coaches and administrators in their relationship with the student athlete. It's also the responsibility of the institution to provide cultrual diversity and gender equity, involvement in matters that effect their lives and a positive relationship between coach and athlete.

sportsmanship and ethical conduct
sound academic standards
nondiscrimination
diversity
rules compliance
ametuerism
competitive equity
governing elgibilty and recruiting
financial aid
playing and practice seasons
postseason and the economy of the programs operations
